Terri Chaves

President & CFO


With 30 years' experience in financial operations, contract administration, office management and public service, Terri serves as President and Chief Financial Officer of SCCI. Terri has also completed the Construction Quality Management for Contractors course provided by NAVFAC. Terri has authority that extends to all phases of the proposed work and particularly to the acceptance, in writing, of contracts and change order proposals.  She had advisory responsibility over all financial administration, contract administration, account and human resource functions, as well as financial reporting.  President stays informed with all aspects of office and project functions providing her with the knowledge to manage day to day financial needs and forecast strategic and administrative decisions of S. Chaves Construction, Inc.  

Steve Chaves

Senior Vice President


Steve has more than 30 years' experience in the construction industry. Steve has authority limited to performing the project work as described in the Principal Contract Plans and Specifications.  He is authorized to act on behalf of S. Chaves Construction, Inc. to coordinate and schedule the activities of all subcontractors and suppliers.  The Project Administrator will be responsible for assuring compliance with the requirements of Contract Quality Control and will enforce the Accident Prevention Policy.  The Project Administrator will be responsible for execution and coordination of schedule updates and changes, and will conduct weekly schedule meetings to review progress and scheduling issues.  In addition, to project schedule, the Project Administrator will oversee the control of all project documents and compliance with project specifications.

Earl Coats

Earl has been working in the construction industry for over 45 years. Earl has performed hands-on as an operator, foreman and superintendent. He has worked with various agencies including CalTrans, city and county governments, Army Corps of Engineers, US Navy and US Air Force, as well as private industry. He has overseen all types of work including grading, paving, concrete work, site work, drainage and underground installation operations, and bridge and levee construction.

James Meinert

PROJECT MANAGER &
ESTIMATOR


James has been working in the construction industry for more than 35 years. He has estimated, negotiated, and managed a variety of projects from a $4.6M paving repair single task order project at DDJC in Tracy, Ca., for the US Army Corps of Engineers, to a two-mile long 12" cast iron waterline replacement at Vandenberg AFB, and a $2M road grading and rubberized chip seal project at China Lake Naval Air Weapons Station. James is authorized to act on behalf of S. Chaves Construction, Inc. to coordinate, schedule and supervise the activities of all subcontractors and suppliers.  The Project Manager will be responsible for assuring compliance with the requirements of Contract Quality Control and will enforce the Accident Prevention Policy.

Jim Meagher

SITE SAFETY HEALTH OFFICER &
QUALITY CONTROL MANAGER

Jim is dedicated to overseeing all aspects of job-site safety programs and their implementation. While continually updating the corporate program, the Safety Representative develops employee and craft safety orientation training programs and implements them upon completion. He will control hazardous working conditions and unsafe employee activities through safety management and contacting supervisory personnel. He will also investigate personal reports per program procedures and federal, state and local regulations associated with accidents. The Safety Representative assists in conducting employee/craft and insurance inspections on through tours.

Gary Warren

superintendent

Gary is responsible for the project coordination, supervision, in charge of material scheduling, employee safety, performance objectives and a timely project completion.   He will perform a variety of roles from Superintendent to equipment operator and crew coordinator.  He has an eye for detail and dedication to safety, quality and efficiency. 

Nadsya Efseaff

CONTRACT ADMINISTRATOR & ASSISTANT

Nadsya directs all administration of contractual proposals, ensuring that preparation, review and submittal of bids and contracts relations to construction projects are accurate and complete.  She also maintains a log of subcontractor’s insurance certificates to insure compliance with project requirements.  She supervises office activity to achieve maximum expense control and productivity. 

Michelle Roberts

Administrative Assistant & 
Certified Payroll
Michelle coordinates daily with field staff regarding scheduling, daily reports, Dig Alerts and timecards.  She performs administrative and office support duties for the office staff.  She also performs general office administration duties to include answering telephone calls, accounts payable, and payroll.  She also ensures that all subcontractors certified payroll are accurate, ontime, sent off to the correct Owners and/or entered into DIR.

Kathy Knecht

Kathy performs all financial report reviews and input clarification for the company.  Working closely with Company Chief Financial Officer, CPA and Bonding Agent, she will prepare all financial reports for submission for bonding analysis, Banking Credit Lines and company forcasting.
